Mr. Lee -4- February 4, 1987 <br />TJKM Personnel <br /> <br />TJKM proposes the assignment of two traffic engineers on this project, Chris D. <br />Kinzel and Stephen Weinberger. The resumes of both are attached. As you know, <br />I have been personally involved with major issues in the Pleasanton downtown for <br />the last 15 years, and my background includes more than 25 years of city traffic <br />engineering experience. I would provide overall direction to the TJKM services <br />with final recommendations on all significant issues. The staff traffic engineer <br />assigned to this project would be Stephen Weinberger. He has considerable <br />experience with other operationally-oriented projects of a design and circulation <br />nature as well as several key area-wide planning studies. Steve is one of the TJKM <br />engineers who has a "nuts and bolts" or a practical design approach to traffic <br />problems. He has been involved with traffic signal design, specific intersection <br />level mitigation recommendations and numerous other applicable types of projects <br />during his experience with TJKM and previous work assignments. Steve would <br />conduct the detailed day-to-day work on the project and would interact on a <br />regular basis with City staff members. <br /> <br />Schedule and Fee <br /> <br />TJKM feels it can complete the work within the prescribed three month period, <br />provided that City-supplied services are provided on a timely basis. We anticipate <br />no problems in this area, but know that there will be a fairly significant <br />requirement of services from the City including future land use on a block-by- <br />block basis, existing traffic counts and detailed parking studies. Any public <br />involvement would be coordinated by City staff and where appropriate attended <br />by TJKM personnel. Our proposed fee for this project would be a maximum of <br />$17,500. We have attached a breakdown of estimated costs by personnel and tasks. <br />While we have made allowances for meetings and other items not currently able to <br />be pinpointed, this type of project does have a few unknowns and uncertainties. <br />For this reason, we reserve the right to request an adjustment of our fee in the <br />future in a manner agreeable to both the City staff and TJKM. <br /> <br />As we have stated, we are very enthused about the prospect of being involved in <br />this project. This project is geared toward development of a practical and <br />workable plan which will be implemented as the downtown develops. For this <br />reason we would feel honored to provide additional guidelines for the specific <br />development of the City of Pleasanton. <br /> <br />Thank you for inviting us to submit this proposal.
