For <br />example, is it appropriate for the City to encourage the- <br />aters, restaurants and other entertainment activities down- <br /> <br />town? What types of retail uses are most likely to both be <br />successful and enhance downtown character? In addition to <br />these questions, the City will also want to know how to <br /> <br />capitalize on available space through rehabilitation, and <br />where private redevelopment of obsolete structures is likely <br />to work in concert with the downtown plan objectives. <br /> <br />There are several specific issues being considered by the <br />City that the market study should address. One question of <br />interest to the planning department is whether there will be <br />sufficient demand for downtown retail activities to institute <br />a policy restricting ground floor space to retail uses. <br />Currently, many of the storefronts downtown are occupied by <br />small office users. The quantification of demand from desired <br />retail users will enable the City to address this question. <br /> <br />Another issue of concern is the City's current policy regard- <br />ing downtown bank branches. Currently, banks wanting to <br />locate in Pleasanton must have a branch located in the down- <br />town area before they can locate anywhere else in town.
