She also said she was not sure what an anchor was defined as, and Mr. Knoelder said it is a <br />user that is a big enough draw to the shopping center as a whole to support the retailers in that <br />center. Mayor Hosterman questioned if a grocery store could be an anchor, and Mr. Knoelder <br />will review that option. <br />Councilmember McGovern questioned when the Council would look at the Vintage Hills <br />Shopping center because many people ask her about it.
