(b) The actions, programs of public works <br />construction, economic investments, policies, and technical. <br />and legal analyses undertaken in fulfillment of the Develop- <br /> <br />ment Agreements are hereby found to comply with the terms of <br />the Phase II Development Agreement in that they satisfy each <br />of the general objectives and specific requirements set <br />forth in the Phase II Development Agreement that applied to <br />Phase II during the interval commencing March 4, 1986 and <br />ending March 1, 1987. <br /> <br /> (c) Previous formal statements of compliance <br />with the terms of the Development Agreements have been <br />rescheduled with City's concurrence to allow a single <br />combined statement of compliance annually at least thirty <br />(30), but no more than sixty (60), days prior to March 1st <br />of each year, and, as augmented by periodic informal presen- <br />tations of information concerning the status of compliance, <br />have complied in good faith with the Development Agreements' <br />annual compliance review requirements. <br /> <br /> Section 2.
