He said he was open to looking at <br />it separately for Mayor, but Councilmember McGovern said it should be the same and the <br />Mayor must run every two years, and Councilmember Sullivan agreed. <br />Councilmember Sullivan asked that the motion also include an ethics pledge and discourage <br />people making independent expenditures on a candidate's behalf. Councilmember McGovern <br />suggested staff bring to the Council the Ethics policy first, and that the pledge be retroactive to <br />the entire period. <br />Amended Motion: It was m/s by Sullivan/McGovern to approve a voluntary expenditure limit of <br />$1 per registered voter with an escalation factor to the dollar per voter based on CPI at each <br />subsequent election; and that candidates take a voluntary ethics pledge at the time they file <br />nomination papers; and direct staff to return a timeline for execution of the voluntary <br />expenditures dates.
