He said he was open to looking at <br />it separately for Mayor, but Councilmember McGovern said it should be the same and the <br />Mayor must run every two years, and Councilmember Sullivan agreed. <br />Councilmember Sullivan asked that the motion also include an ethics pledge and discourage <br />people making independent expenditures on a candidate's behalf. Councilmember McGovern <br />suggested staff bring to the Council the Ethics policy first, and that the pledge be retroactive to <br />the entire period. <br />Amended Motion: It was m/s by Sullivan/McGovern to approve a voluntary expenditure limit of <br />$1 per registered voter with an escalation factor to the dollar per voter based on CPI at each <br />subsequent election; and that candidates take a voluntary ethics pledge at the time they file <br />nomination papers; and direct staff to return a timeline for execution of the voluntary <br />expenditures dates. Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL: Councilmember Thorne thanked Mayor Hosterman for <br />her confidence in appointing him as Vice Mayor for 2008. <br />REPORT ON CLOSED SESSION: Concerning the closed session held prior to this regular <br />meeting; City Manager Fialho reported the following: (1) regarding initiation of litigation <br />concerning the City of Livermore's decision to approve a lease for a fixed base operator of its <br />airport without conducting environmental review, the City Council directed staff that no litigation <br />be filed at this time as the City of Livermore has provided written assurances that prior to the <br />lease being implemented, they will conduct appropriate environmental review (2) regarding <br />acquisition of the Transportation Corridor, there was no reportable action. <br />COUNCIL REPORTS: None <br />ADJOURNMENT: There being no further business, the meeting was adjourned at 9:40 p.m. <br />Respectfully submitted, <br />Karen Diaz <br />City Clerk <br />City Council Minutes 9 December 18, 2007 <br />
