Tom Morelli, Chair, thanked the City Council on behalf of their Board, said they are committed to <br />growing the amount of contributions for the RADD program, they intend to make this an annual <br />event and hoped for the program's continuance. <br />13. Public Comment <br />Kay Ayala reported on the referendum petition process, stating 5,225 signatures were delivered <br />to the City Clerk and on December 6"' a letter was received by the developer's attorney <br />requesting the City Clerk refuse to process the petitions because they violate the full text rule <br />and were premised on false and misleading statements. She said the City Attorney has since <br />advised the Clerk to continue processing the petitions, presented the Council with a package of <br />information the developer has asked signature gatherers to carry, she felt it was unreasonable, <br />unfair and the developer has now filed a lawsuit against the City Clerk and others. <br />Fred Norman said 10 American troops had been killed since the last Council meeting, asked the <br />Council and everyone to do something to end the war and hoped next year to deliver a more <br />pleasant message. <br />Kathy Dowding read the names of 13 American soldiers who have passed and asked everyone <br />to think about the 892 families who will be missing their soldiers for the first time this Christmas <br />season. <br />Jack Hovingh said the Hacienda Business Park was started by Joe Callahan and Jack Swanson <br />and at the time was very contentious. He said without the park the town would not have all the <br />wealth it has and said it will continue to be a great asset for the City. <br />Judy Symcox said a Trader Joe's or another market would not be suitable in the previously <br />considered Home Depot site, felt Vintage Hills would be an ideal location, suggested certain <br />types of stores, delivery trends, product types, aesthetics, atmosphere and outdoor furniture for <br />the Council to consider. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />14. Consider an ordinance to require electronic filing of campaign statements, and review and <br />discuss information regarding voluntary expenditure limits and contribution limits for <br />individuals, businesses and committees to candidates or their committees <br />Assistant City Attorney Larissa Seto said there was clear interest when Council last discussed <br />the matter in October for more public disclosure of information from campaign statements. Staff <br />is therefore bringing forward a recommendation for electronic filing of statements and how it <br />would be available to the public on the City's website. If this is something the Council wishes to <br />pursue, staff will also need more information and direction with regard to a possible voluntary <br />expenditure limit and a potential contribution limit. <br />Ms. Seto said staff proposes to amend the current ordinance provision to add the language to <br />require electronic filing, maintain the same filing requirements as four, and require one paper <br />original to be filed. The requirement would go into effect once the system is certified by the City <br />Clerk who has been speaking with various vendors. The cost is estimated to be $10,000 <br />annually and the system would be set up so that every committee or candidate would have an <br />on-line password to enter the information electronically. <br />City Council Minutes 3 December 18, 2007 <br />
