Regarding weekend volumes, Mr. Tassano said the LOS on the weekends is about half the <br />volume as seen during the weekdays. Using the worst-case scenario he detailed the differences <br />between the weekend and weekdays and he took the worst case. <br />In summary the weekend totals about 50% of the weekday total. However, the number of trips <br />the project produces on the weekend is far greater than during the week. If staff took some <br />pass-by and internal capture into consideration on the weekend, it generates more weekend <br />trips. <br />Regarding alternate usage for weekend and weekday, residents and Council wanted to see <br />what would happen using something else at the site other than the Home Depot. Staff looked at <br />a.m. and p.m. peak hour and weekend peak hour, they looked at the grocery store, Orchard <br />Supply or some sort of smaller home improvement store, and then auto which it is currently <br />zoned. He said they included internal capture and pass-by rates used in the Home Depot report <br />and then he would show the numbers not assuming them. <br />He said with no internal capture, there is no change in the volumes with the grocery store, <br />Orchard or auto service. He said for the weekday, grocery store and auto have more trips, <br />Orchard has fewer trips. On the weekend, the grocery store has more trips, auto and Orchard <br />have fewer trips. <br />Councilmember Sullivan questioned if all analysis was done for existing plus approved projects, <br />and Mr. Tassano said the only thing they did for the weekend was existing and not plus <br />approved because there was no way to take all approved projects, insert them into a model and <br />calculate out what the new rates will be. He said projects are normally only looked at for build- <br />out if it is going to be a major rezoning. When staff looked at the proposal and zoning, the <br />number of trips were actually being reduced and therefore abuild-out model was not done <br />because it would just show it being better. <br />Planning Director Iserson said the number of truck deliveries was an issue with the project. He <br />said Home Depot would receive 20-25 truck deliveries per day Monday through Friday during <br />the non-peak hours. 40% of those would be Home Depot trucks, the remaining would be from <br />vendors, and Longs gets about 3 deliveries per week. He said 60%-70% of the Home Depot <br />trucks were semi-tractor trailer trucks and the smaller stores would generally use smaller trucks <br />and vans. Regarding delivery service to customers of Home Depot, they only provide deliveries <br />on special order items. They may come from the store, the manufacturer's warehouse <br />depending on the product and they could be on panel trucks or flat beds. The trucks would be <br />coming from Home Depot's Central Valley area, from the east on I-580. From the south they <br />might use 1680 to Highway 84. They have encouraged the applicant to discuss with Legacy <br />Partners to use EI Charro Road, but they are still in discussions. <br />Mr. Iserson said there were questions and concerns regarding the truck route. The last time <br />discussed, all trucks would be coming from Livermore, Highway 84 and Stanley. After the last <br />meeting, this was impractical and not that enforceable. What they decided is to keep the largest <br />semi-trucks off City streets and define delivery trucks as 18 wheeler semi-trucks and those <br />would be required only to use Highway 84 to Stanley and would not be allowed to go through <br />City streets. However, the City's Code also defines commercial vehicles as any being over 3 <br />tons and those trucks could use the City's truck route; Sunol Boulevard, First Street and Stanley <br />Boulevard. Staff has also conditioned when trucks can enter the site for loading and unloading; <br />between gam to 4pm, 6pm to 10pm Monday through Thursdays; Fridays gam to 4pm and 6pm <br />to 8pm and not at all on weekends. <br />City Council Minutes 9 December 4, 2007 <br />
