Review of Gingerbread Preschool Plav Yard Master Plan <br />Ms. Yurchak provided background information regarding Gingerbread Preschool, and the proposed play <br />yard renovation plans for the preschool. <br />In Apri12004, Friends of Gingerbread Preschool Parent Board (FOG) donated $12,000 to the City to <br />complete a conceptual design and cost analysis for renovation of the play yard and parking lot. In June <br />2004, a contract was awarded to PGA Design to develop conceptual designs for both projects. The design <br />objectives were based on the most current research and practices in the fields of early childhood education <br />and landscape architecture. PGA Design's cost estimate for renovation of both areas was $961,687 <br />($387,126 for the play yard and $574,561 for the parking lot). Both projects were placed in the City's <br />Capital Improvement Program (CIP) as unfunded projects in fiscal year 2004/2005. <br />In July 2006, FOG donated an additional $12,000 to be used toward the actual improvements. In addition, <br />as part of the FY 2006/2007 Mid Term Budget and CIP review, the City Council approved $45,000 for <br />consultant services to develop a Master Plan for renovation of the Gingerbread Preschool Play Yard. A <br />$25,000 Consultant Agreement was later awarded to Keller Mitchell & Company, to provide consulting <br />services for development of the Master Plan. In October 2007, the contract was amended to redesign the <br />play yard in an effort to reduce costs and provide a revised cost estimate for the project. <br />Jackie Keller, of Keller Mitchell & Co., reviewed with the Commission the design for the Gingerbread <br />Play Yard, noting that the plan meets Americans with Disabilities Act (ADA) requirements, <br />environmental conservation, and project objectives based on the most current research in the fields of <br />Early Childhood Education. She reviewed proposed layout and design elements, which include a water <br />trough, baby hippo, play store, tricycle tunnel, sam pan sandbox, willow grove, paint wall, etc. <br />The Commission was advised that in October 2007, City Engineering staff assessed the current parking lot <br />configuration and agreed that the safety and flow of the parking lot was in need of improvement. <br />Suggested improvements would add an additional 32 parking stalls at a cost of approximately $605,000. <br />It was suggested that Commissioners accept the conceptual design for the Gingerbread Play Yard and <br />recommend the City Council approve the proposed improvements, in addition to a second amendment <br />with Keller Mitchell & Co. for preparation of construction documents at anot-to-exceed amount of <br />$40,000. <br />Commissioner Pentin questioned whether this was still an unfunded project, and was advised by Mr. <br />Wolfe that it was; however, it is a priority project for the Council, and there are likely sufficient funds in <br />the Capital Improvement Program Reserve (CIPR) to move forward with the playground portion of the <br />project. <br />Commissioner Dibiase confirmed with staff that the key issues that the Commission was being asked to <br />approve were the play yard and possibly the preschool building. <br />Parks and Recreation Commission Minutes <br />
