Parking Lot Renovation <br />No funds are currently allocated for any renovation or reconfiguration of the parking lot <br />at Gingerbread. The existing lot includes 45 parking spaces, two of which are <br />handicapped spaces. Consideration has previously been given to reconfiguring the <br />parking lot to provide improved circulation and drop-off, convenient disabled parking, <br />separate employee parking, new bicycle parking and improved connections to exiting <br />sidewalks. <br />In October 2007, City engineering staff assessed the current parking lot configuration <br />and agreed that the safety and traffic flow needed improvement. Suggestions included <br />widening the entrance/exit to accommodate emergency vehicles; adding additional <br />stalls adjacent to Black Avenue; and restriping the parking lot to add additional stalls, a <br />walkway for pedestrians and convenient disabled parking. These proposed <br />Improvements would add an additional 32 parking stalls, for a total of 62 public, two <br />handicapped, one bus and 12 staff spaces. The preliminary estimate for this <br />improvement is $605,000. (See Attachment 5.) <br />Given the significant financial investment for the proposed play yard and facility <br />improvements, staff recommends that we defer parking lot improvements to a later time. <br />Though the parking improvement should be completed at some point in the future, staff <br />believes the building improvements are of a higher priority and should be performed <br />concurrently with the play yard upgrades to limit disruption and confine construction to <br />three months this summer. <br />Program Impacts <br />Staff has considered various scenarios in an effort to reduce the impact to the preschool <br />program and the families we serve. As stated, the project calls for athree-month <br />construction period and would result in the following schedule: <br />2007/2008 school year -end early (May 23 instead of June 6, 2008) <br />2008/2009 school year -begin late (September 29 instead of September 8, 2008) <br />2008/2009 school year -end late (June 12 instead of June 5, 2009) <br />This schedule results in the least impact to Gingerbread programs and services by <br />allowing renovation work to be conducted in the summer months. Loss of program time <br />would be a net of four weeks. Regarding the summer program, staff is working with the <br />Pleasanton Unified School District to hold the Gingerbread Summer Camp Program at <br />an elementary school site for four weeks. Attachment 6 sets forth the proposed timeline <br />for the play yard renovation project; construction of the building renovation will be <br />completed in the same timeframe. <br />CONCLUSION <br />Should Council support the play yard renovations, it would be necessary to amend the <br />existing agreement with Keller Mitchell & Co. to develop construction documents and <br />provide site visits during the installation phase. These services are estimated to not <br />exceed $40,000, and would be allocated from the CIPR. (See Attachment 7.) <br />Page 4 of 5 <br />
