THE CITY OF ~ 0 <br />~ -. m e w ~~~ ~ n ~ <br />L£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />P <br />January 15, 2008 <br />Parks and Community Services <br />TITLE: APPROVAL OF MASTER PLAN AND AWARD OF CONTRACT TO <br />KELLER MITCHELL & CO., NOT-TO-EXCEED $40,000, FOR <br />DEVELOPMENT OF CONSTRUCTION DOCUMENTS FOR <br />GINGERBREAD PRESCHOOL PLAY YARD, CIP #067015 <br />SUMMARY <br />The reconstruction of the Gingerbread Preschool play yard is reflected in the City <br />Council's two-year work plan. In April 2007, the Council approved an agreement with <br />Keller Mitchell & Co., Landscape Architecture to provide consulting services for <br />development of a master plan for the Gingerbread Preschool play yard. Keller Mitchell <br />& Co. worked with City staff and the Gingerbread Preschool Task Force to receive input <br />from children and conducted public workshops to develop a preferred design option. <br />Through this process, a play yard was developed that meets Americans with Disabilities <br />Act (ADA) requirements and environmental conservation and master plan objectives <br />based on the most current research in the field of early childhood education. <br />At its special meeting on December 6, 2007, the Parks and Recreation Commission <br />reviewed the project and recommended that the Council take action to: <br />1, approve the conceptual play yard design as presented and proceed with <br />improvements to the Gingerbread main building at the same time; and <br />2. approve the second amendment to the current contract with Keller <br />Mitchell & Co., for development of construction documents (not to exceed <br />$40,000). <br />RECOMMENDATION <br />Staff concurs with the Commission's recommendations in addition to the following: <br />1. Allocate $40,000 from the City's Capital Improvement Reserve (CIPR) for <br />the contract amendment with Keller Mitchell & Co.; and <br />2. Authorize facility improvements (e.g., electrical, lighting and structural) from <br />the City's Facilities Renovations Fund, not to exceed $345,000. <br />FINANCIAL STATEMENT <br />The CIPR currently has a reserve balance of $3.9 million. There are sufficient funds in <br />this reserve for the proposed contract amendment of $40,000. <br />The Facilities Renovation Fund has a fund balance of $2.6 million. There are sufficient <br />funds for the estimated $345,000 in proposed improvements to the Gingerbread main <br />building. <br />
