20.16.017, 20.16.020, 20.20.012, 20.20.015, 20.20.017, 20.20.020 of the Pleasanton <br />Municipal Code; and <br />WHEREAS, the City Council hereby further adopts Section 20.04, Administrative <br />Provisions for the Technical Codes, Section 20.60, Intemational Existing Building Code <br />and Section 20.65, International Property Maintenance Code adopted and shall file a <br />copy with each such modification or change with the California Building Standards <br />Commission; and <br />WHEREAS, the City Council finds that each of the aforementioned changes which is <br />set forth in this ordinance is reasonably necessary, and said Council further finds that <br />the following factors support the local necessity for the aforementioned proposed <br />changes; <br />1. As to Sections 20.08.020 (smoke detectors), 20.08.030 (spark arresters) and <br />20.08.065 (Groups R-2, R-3, R-3.1 and I-1 smoke detectors); Sparks can cause fire to <br />start on wood products roofs of existing homes and since many of the existing homes <br />are not currently required to have smoke detectors, the potential loss of life is greatly <br />increased. Therefore, the smoke detector and spark arrester requirements will decrease <br />potential loss of life. <br />2. As to Sections 20.08.043 (Automatic Fire Sprinkler Systems), 20.08.045 (Installation <br />of Fire Sprinklers in Group R Occupancies), the National Fire Protection Association <br />(NFPA) is a nationally recognized organization of building, fire and insurance industry <br />representatives. NFPA 13-D is a minimum residential fire sprinkler specification, which <br />has been amended. Because NFPA 13-D does not require that sprinkler heads be <br />installed in areas of ancillary residential use (attics, garages, etc.) and without worry of <br />lines freezing in these areas, this national standard inadequately addresses the needs <br />of the City of Pleasanton. A more appropriate local amendment to the National <br />Standard to provide fire protection in areas of homes is the City of Pleasanton Standard <br />9-3. <br />3. As to Sections 20.08.022 (Fire sprinklers installed in any part of a building), <br />20.08.024 (Width of Egress per Occupant), 20.08.046 (fire extinguishing systems in <br />concealed spaces) 20.08.050 (Minimum Roof Covering), 20.08.058 (Exterior Wall Fire <br />Resistance Rating), 20.08.060 (Area of Exterior Wall openings), 20.08.061 (Buildings <br />on the same lot), 20.08.063 (Property line Fire Separation), 20.08.081 (Modify portions <br />of ASCE 7 in section 1614), 20.08.084 (Number of Stories), the City of Pleasanton <br />requires additional building construction components and automatic fire protection <br />systems to address possible delay in response due to the local conditions set forth <br />above. <br />4. As to Sections 20.08.033 (Table 2306.4.3 Particleboard), 20.08.035 (Table 2306.4.4 <br />Fiberboard), 20.08.37 (Table 2306.4.5 Lath and Plaster), 020.08.038 (Braced wall lines <br />extended to roof), 20.08.039 (Table 2308.12.4 Attachment of Sheathing), 20.08.040 <br />(Braced wall line Sheathing), 20.08.053 (plain concrete footings), 20.08.055 (minimum <br />
