F <br />THE CITY O <br />- ~ -~- ~ " CITY COUNCIL AGENDA REPORT <br />j~L~E~S~4NTONo <br />January 15, 2008 <br />Parks and Community Services Department <br />City Attorney's Office <br />TITLE: APPROVE LEASE AGREEMENT WITH TOM GREENE TO FARM A <br />PORTION OF THE CENTRAL PARCEL OF THE BERNAL PROPERTY <br />SUMMARY <br />In May 2006, the City Council adopted the Bernal Property Phase II Specific Plan, which <br />provided for the undeveloped portion of the Phase II Planning Area to be used for <br />agricultural purposes prior to the development of public improvements. This proposed <br />Farming Lease is for a small portion of the central parcel, and the use would not impact <br />the planned improvements for Phase 1 of Bernal Community Park. <br />RECOMMENDATION <br />That the City Council take the following action at its meeting of January 15, 2008: <br />1. Authorize the City Manager to execute aone-year, renewable Farming Lease <br />with Tom Greene, to farm seasonal oat hay on a portion of the central parcel <br />of the Bernal Property. <br />FINANCIAL STATEMENT <br />The net profit from farming this small portion of the central parcel is marginal; thus, the <br />proposed Farming Lease includes a requirement for the tenant to double disk the soil by <br />August 1, 2008, in compliance with Fire Code regulations. If the City were to undertake <br />such a weed abatement effort, the annual cost would be approximately $6,000. <br />
