January 6, 1987 <br /> <br />TO: MAYOR MERCER <br /> cc: Councilmembers <br /> <br />FROM: COUNCILMEMBER WILSON <br />SUBJECT: Senior Citizen Housing Project <br /> <br />In November of 1986, the Council received a letter from the <br />Citizens Advisory Committee for the Senior Citizen Housing Proj- <br />ect offering their continued service now that the design of the <br />project had been approved. You then appointed me as Council <br />liaison to the Committee and asked me to meet with representa- <br />tives of the Committee and to make a recommendation on how the <br />different responsibilities might be divided now that we are pre- <br />paring to enter the construction phase. <br /> <br />I met with Bill Herlihy and Bill Jamieson, and spoke by telephone <br />to Art Dunkley, representatives of the Committee, to discuss how <br />the Committee might stay involved and continue to advise the <br />Council on the project. Representatives of the Committee and I <br />agreed that there are certain technical responsibilities related <br />to financing and constructing the project that should be carried <br />out by the City staff now that the major planning and design had <br />been completed. However, the Committee and I also agreed that <br />the Citizens Committee can continue to provide valuable advice <br />related to interior design and furnishings, rate structure and <br />management of the housing project. <br /> <br />Therefore, I would like to recommend that the Citizens Advisory <br />Committee to the Senior Citizen Housing Project be charged with <br />the following: <br /> <br />1. To continue to advise the Council on matters related to the <br /> interior design and furnishing of the project. <br /> <br /> 2. To provide information and advice to the City Council on the <br /> rent structure of the project. <br /> <br /> 3. To provide information and advice to the City Council in <br /> development of a management policy and philosophy for the <br /> project. <br /> <br /> I would recommend that the City staff be instructed to proceed <br /> with the following items related to the Senior Citizen Housing <br /> Project: <br /> <br />1. Develop and recommend a financing program to the City <br /> Council. <br /> <br /> <br />
