BACKGROUND <br />The primary objective of this project is to develop a Master Plan for proposed <br />improvements to Staples Ranch Community Park based on public input, and <br />review/approval by the Parks and Recreation Commission and City Council. To <br />accomplish this task, a project consultant would conduct a series of public and <br />stakeholder meetings to gain consensus regarding the future park improvements. A <br />draft Plan would be developed based on the planned meetings, with refinements and <br />revisions made until consensus is reached. <br />The consultant's work would follow the direction of the City's Director of Parks and <br />Community Services. A minimum of three (3) public meetings are planned, with review <br />of the proposed Master Plan by the Parks and Recreation Commission prior to <br />consideration by the City Council. <br />As a result of the City Council/Planning Commission workshop concerning Staples <br />Ranch on November 8, 2007, the Council directed staff to initiate a park planning <br />process for the proposed 17 acre community park. In order to maintain the aggressive <br />schedule for completion of the Master Plan process (April 2008), the City Manager has <br />approved the attached contract and Scope of Work. Under the City's purchasing <br />regulations, a contract award of this type in excess of $25,000 requires approval or <br />ratification by the City Council. <br />DISCUSSION <br />Staff identified several firms that specialize in Master Plan work of this type; given its <br />previous work for the City, RRM Design Group, Inc., was determined to be the most <br />qualified to provide these professional services. RRM Design Group is the firm which <br />prepared the initial Bernal Community Park Conceptual Plan, and was also retained by <br />MD Fotheringham, Inc., winner of the design competition, to assist with the modified <br />Master Plan for the park. Associates with RRM Design Group possess the unique <br />blend of talent that staff believes would result in a creative and expedient solution for <br />the Staples Ranch Community Park Master Plan. <br />The Scope of Work proposed by RRM Design Group is complete and comprehensive, <br />and the proposed fees are equitable for the work to be provided in a short time frame <br />(approximately 120 days).
