THE CITY OF <br />- -~- '"' CITY COUNCIL AGENDA REPORT <br />j~L£ ~S~4NTONo <br />December 18, 2007 <br />Parks and Community Services Department <br />TITLE: AWARD OF CONTRACT TO FREITAS RANGELAND IMPROVEMENTS IN <br />THE AMOUNT OF $147,680, FOR DESIGN AND CONSTRUCTION OF A <br />SOLAR POWERED WATER PUMPING SYSTEM FOR CATTLE TROUGHS <br />AT THE SOUTH END CONSERVATION AREA OF CALLIPPE PRESERVE <br />GOLF COURSE, PROJECT NO 078037, AND AUTHORIZE THE CITY <br />MANAGER TO EXECUTE A GRAZING LEASE WITH RANCHER TIM <br />KOOPMAN <br />SUMMARY <br />A bid has been received for the design and construction of a solar powered water <br />pumping system to supply water to five (5) cattle troughs located in the South End <br />Conservation Area of Callippe Preserve Golf Course. The project consists of the <br />installation of a water pump and solar array, three (3) water storage tanks, five (5) <br />watering troughs, and 11,500 feet of underground piping. This project would provide for <br />cattle grazing of the habitat area as required by the environmental resource agency <br />permits obtained for construction of the golf course. <br />A term by which the City acquired the 107 acre conservation easement from the <br />Koopman family provides that the City will lease the 60 acre South End Conservation <br />Area on a long-term basis to the Koopman's. The terms of the lease are generally <br />based on the number of cattle that Mr. Koopman can graze on the area, consistent with <br />the Grazing Management Plan and resource agency approvals. <br />RECOMMENDATION <br />That the City Council take the following actions at its meeting of December 18: <br />1. Award a construction contract for the subject project to Freitas Rangeland <br />Improvements, in the amount of $147,680. <br />2. Authorize the transfer of $12,450 to this project from the General Fund to <br />cover any contingency costs. <br />3. Authorize the City Manager to execute the construction contract for this <br />project. <br />4. Authorize the City Manager to execute a Grazing Lease with Tim Koopman to <br />provide cattle grazing on the City's portion of the South End Conservation <br />Area. <br />
