<br />Item 9b <br />Staff Report <br />PLANNING COMMISSION <br />September 14, 1977 <br />SUBJECT: Tentative Map Tract 3858 <br />APPLICANT: Frank Auf der Maur <br />PURPOSE: Application for a subdivision which would create seven <br />lots on an approximately 70 acre site located on the <br />south side of Stanley Boulevard between the A & R <br />Service Center and the PGandE substation site. <br />ATTACHMENTS: 1. Negative Declaration <br />2. Tentative Map Tract 3858 <br />3. Memorandum from Director of Engineering <br />Services dated 8/8/77 <br />Frank Auf der Maur, owner of the approximately 70 acre site located <br />on the southside of Stanley Boulevard, between the A & R Service <br />Center and P.G.&E.'s future substation site, wishes to subdivide <br />the property into seven separate parcels. Lots 1<6 would all be <br />smaller than one acre in size while Lot 7 would be the remainder of <br />the property - approximately 63 acres. He proposes to develop only <br />Lots 2-6 at this time (Lot 1 contains the existing Fiat dealership). <br />Mr. Auf der Maur's intent is to utilize these parcels as the sites <br />for commercial service uses. The property is zoned and general planned <br />for these uses. Lot 7 would be resubdivided at a later date and would <br />not be part of the final subdivision map for Tract 3858. <br />Mr. Auf der Maur is slowly filling the entire 70 acres since it was <br />previously a brick quarry. Lots 1-6 have already been reclaimed and <br />compacted. Because of the magnitude of changes which will occur to <br />the 70 acre site, significant environmental questions pertaining to <br />drainage, groundwater percolation, sewage disposal, traffic circulation, <br />etc., need to be answered prior to completion of development of the <br />overall site. However, the effects of the development of Lots 1-6 <br />are not felt to be significant taken alone. For this reason, a <br />negative declaration has been prepared for tentative map tract 3858. <br />The negative declaration is predicated upon conditions regulating the <br />development of Lot 7 and other mitigation measures. <br />Tentative Map 3858 meets all requirements of the subdivision and <br />zoning ordinances with the exception that the design of California <br />Avenue has been modified from the requirements of the former ordin- <br />ance to eliminate the planter strip between the curb and walk and to <br />provide a 5 ft. planter and utility area back of the sidewalk. Your <br />Commission is empowered to grant that modification to the subdivision <br />ordinance if you so desire. <br />
