PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1596 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF PLEASANTON RECOMMENDING TO THE CITY COUNCIL <br />THE DENIAL OF GP-76-6, AN APPLICATION BY THOMAS <br />K. MCMANUS FOR A GENERAL PLAN AMENDMENT CHANGING <br />THE LAND USE DESIGNATION FOR 66 ACRES ADJACENT TO <br />PLEASANTON'S YOUTH SPORTS PARK. <br />WHEREAS, Thomas K. McManus, has applied for a general plan amendment <br />to change the land use designation of approximately 66 acres <br />of land located between the Youth Sports Park and the Arroyo <br />Mocho immediately east of Hopyard Road from "Parks and <br />Recreation" to "Medium Density Residential;" and <br />WHEREAS, in conjunction with this review, the Planning Commission made <br />the finding that the environmental impact report prepared for <br />this project meets the requirements of CEQA and the state <br />guidelines; and <br />WHEREAS, the Planning Commission set and held on December 14, 1977 <br />a public hearing on the environmental impacts of the proposed <br />amendment; and <br />WHEREAS, the Planning Commission approved the Environmental Impact <br />Report and noted the significant adverse effects of the <br />proposal, as well as the alternatives and mitigation measures <br />available; and <br />WHEREAS, the Planning Commission set and held on December 14, 1977 a <br />public hearing on the proposed amendment to the General Plan; <br />and <br />WHEREAS, the Commission received testimony of the public, including <br />the applicant's representative, and a staff report and other <br />pertinent material; and <br />WHEREAS, the Commission concluded therefrom that the most appropriate <br />use for the site is for the future expansion of the Youth <br />Sports Park adjacent to it in that the logical expansion of <br />the Park would be on the subject property, the impacts of <br />existing park make subject property less desirable for <br />residential uses due to noise and activity in the park; and <br />the loss of acreage from future park use would reduce the <br />amount of land available for park use to a level below that <br />specified in the Pleasanton General Plan; and <br />WHEREAS, the Commission concluded that the General Plan land use <br />designation of "Parks and Recreation" is appropriate and <br />should not be changed at this time. <br />
