PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION N0. 1467 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF PLEASANTON RECOMMENDING TO THE CITY COUNCIL DENIAL <br />OF AN ORDINANCE AMENDMENT TO REZONE THOSE PROPERTIES <br />UNDER REZONING APPLICATION RZ-76-18. <br />WHEREAS, the City Council initiated an ordinance amendment to <br />rezone those properties located north of Vineyard Avenue <br />south of the Arroyo del Valle from First Street east to <br />the City Limit line (except for the Baptist Church pro- <br />perty on First Street) from the RM-1500 District and <br />RM-2500 District to the RM-4000 District, and two parcel: <br />located on the south side of Vineyard Avenue between <br />Adams Way and Mavis Drive from the RM-2500 District to <br />the R-1-6500 District; and <br />WHEREAS, this action was taken as a result of the City Council <br />initiated Vineyard Avenue Land Use Study which analyzed <br />traffic and parking problems on that street; and <br />WHEREAS, a public hearing was held by the Planning Commission on <br />November 10, 1976, to review this application; and <br />WHEREAS, considerable testimony, documents and maps were reviewed <br />by the Planning Commission; and <br />(WHEREAS, the Planning Commission made the following findings: <br />1. That rezoning the properties to a lower density <br />would not be acceptable because those property <br />owners on Vineyard Avenue were invited to join <br />an assessment district for the purpose of providing <br />public facilities for the area, and have paid for <br />years towards these facilities and now find they <br />may not be able to develop their properties as <br />originally expected; <br />2. That reduction of density on Vineyard Avenue would <br />not alleviate the existing traffic problems on <br />that street. <br />3. That the question of future residential development <br />further east in the Vintage Hills area has not been <br />meaningfully addressed and no provisions have been <br />made at this time to alleviate increased traffic <br />flow on Vineyard Avenue, should these properties <br />be developed. <br />
