PRE-ANNEXATION AND PROVISION OF SEWERAGE <br /> FACILITIES AND SERVICES AGREEMENT <br /> <br /> THIS AGREEMENT is made and entered into this 6th day of <br />January , 1987 by and between <br /> <br /> THE CITY OF PLEASANTON, a municipal corporation <br /> (hereinafter referred to as "City"), <br /> <br />and <br /> <br /> Ella Rose Stanhope <br /> <br /> (hereinafter referred to as "Owner"), <br /> <br />based on the following understandings: <br /> <br /> WITNESSETH: <br /> <br /> WHEREAS, Owner wishes to connect to the City sewerage system <br />in order to eliminate reliance on septic tank/leachfield systems <br />of effluent disposal prone to failure and contributory to <br />creation of public health hazards; <br /> <br /> WHEREAS, City policy requires annexation prior to extension <br />of such City services as sewerage facilities; <br /> <br /> WHEREAS, City, in accordance with State and LAFCO policies <br />and regulations regarding annexation, either cannot or is <br />unwilling to annex small portions of neighboring areas in <br />piecemeal fashion, but may wish to annex such properties either <br />alone or in conjunction with a larger area at some future time; <br /> <br /> WHEREAS, the public health, safety, and welfare of the City's <br /> residents as well as those in the neighboring community are best <br /> served by elimination of inadequate sewerage treatment systems <br /> <br /> - 1 - <br /> <br /> <br />
