are voluntary and not mandatory, but consequently anything that adds planes in residential <br />areas will only contribute to increased traffic and noise to everyone around the airport. <br />Dan Stewart said he was a neighbor of Ms. Luce and supports the neighborhood in voicing <br />opposition to the airport noise. He called the airport and encouraged the City to move forward <br />with the EIR, felt the airport continues to hide behind FAA regulations, and felt the noise was <br />more from rogue pilots and not those conducting regular business flights. He encouraged the <br />Council to find out how to protect the citizens of Pleasanton. <br />Nancy Harrington said it is very difficult for them to get around and there were only certain times <br />of the day when they can leave their home. In the past week she attended the Caltrans meeting <br />regarding the 84 Expressway and felt it was the Council's viewpoint to look at what was best for <br />all of Pleasanton and not just those who live in particular neighborhoods. She attended the <br />proposed Home Depot meeting which she felt compounds traffic problems and hoped the <br />Council will look at all roadways to help alleviate traffic. <br />Mayor Hosterman thanked all speakers for their comments, said the City will soon hold a <br />circulation workshop and said the hearing for the Home Depot matter would be held in <br />December. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />Pulled Consent Items 9 & 10: <br />9. Waive second reading and adopt Ordinance No. 1961 approving the application of James <br />Tong, Charter Properties (Oak Grove Development), for PUD Development Plan approval, <br />as filed under Case PUD 33 <br />10. Waive second reading and adopt Ordinance No. 1962 approving a Development <br />Agreement between the City Of Pleasanton and Jennifer Lin and Frederic Lin regarding <br />the Oak Grove Development <br />Mayor Hosterman opened the item for public comment. <br />Joe Jones said he is a Vintage Hills resident and asked Council to raise the milestone for <br />planned progress prior to build-out. He noted the Bernal property will yield 317 acres of <br />parkland in exchange for 581 housing units and require millions of tax dollars for improvements <br />in decades for public access compared to Oak Grove allowing 51 homes in exchange for 496 <br />acres of permanent public trails and open space completed at no cost to the taxpayers and <br />accessible in our lifetime. The land acquisition also offers the ability to complete the trail <br />connection from Shadow Cliffs and the Callippe Preserve which is included in both Pleasanton <br />and the EBRPD Master Plans. He applauded Mayor Hosterman and Councilmember Sullivan's <br />vision and effort towards this being the first piece of a permanent 2,000 acre greenbelt, bringing <br />finality to sprawl in the southeast hills, and Councilmembers Cook-Kallio and Thorne's support <br />for parks, trails and permanent open space. <br />Janice Phalen read a letter into the record from Becky Dennis who could not be present. The <br />letter indicated her support for the final approval of the plan for Oak Grove; the plan preserves <br />natural resources, minimizes development impacts on immediate neighbors and maximizes <br />community benefits while respecting property rights of the land owner. She believed residents <br />will defend the resolution and the goals of open space, but it was hard to understand opponent's <br />City Council Minutes 6 November 6, 2007 <br />
