He referred to an article in the Independent <br />which suggests an EIR be completed; however, the Livermore Council indicates that the EIR <br />done for the Livermore General Plan covers the expansion of the airport. He asked the Council <br />to move forward with their plans to demand the Livermore Council prepare an EIR and to do <br />everything it can to stop the expansion. <br />Kevin Ryan asked the Council to hold off on pursuing legal action until a fixed plan with the <br />operator at the airport is established. The purpose of a fixed based operator is to provide <br />service to the planes that are already using Livermore and not to put a flag up to advertise for <br />more business. A significant portion of small aircraft uses the airport for business matters in <br />Pleasanton's business parks. The 63 hangers are for smaller and medium size aircraft, runways <br />are not changing to handle larger aircraft, and he asked the Council to consider the full plan <br />prior to taking any legal action. <br />Brett Wayne, Livermore resident, said one of the issues with respect to litigation is the fact that <br />there is a claim that no EIR has been prepared for the Fixed Based Operator (FBO). While this <br />may be specific to the FBO case, he is hard pressed to find any facility that has been studied <br />less than the Livermore Airport. He said 5 noise studies have been done at the Livermore <br />Airport which included the Master Plan Update, the Initial Study and CEQA documents for the <br />master plan, the EIR for the EI Charro Specific Plan, and an independent report by Pleasanton <br />regarding noise and altitude study at the airport. He felt it was important to read these <br />documents prior to proceeding to legal challenge and he felt pursuing such action was <br />premature. <br />Barbara Blissert said the decision to file a lawsuit was premature, felt the Council would be wise <br />to save their money until there is a formal plan in place and noted the Council has agreed to <br />move forward with the noise study with the Livermore Airport. <br />Howard Neely said after completion of a study a basic master plan was approved for 50 acres <br />and designated as a sports park for Bernal Park which calls for a phased development. He felt <br />the development of 50 acres needs a permanent name which could be Harding Community <br />Park, and provided an historical account of former Mayor Warren Harding. <br />Karla Brown said she is one of the authors on an Initiative to Protect Pleasanton Hills, felt the <br />hills make up Pleasanton's character, spoke of reasons why people live in the town, said on <br />October 2, 1991 voters voted in favor of Measure F to protect the western ridgelines, but not the <br />southeast ridges, said the City of Lafayette adopted hillside development regulations in 2002, <br />and in June 2008 Moraga voters are expected to vote in favor of the Moraga Open Space <br />Initiative. <br />Chris Miller, Chairman of the Pleasanton Military Family Support Group, said there are over 100 <br />in the community who have had loved ones who are now serving and he asked for names and <br />addresses. During the holiday, they send out 3-4 boxes to each service member, in addition <br />Operations SAMS supports all military. <br />Joe DeRossett voiced concern with the assisted care facility being opened next door to him on <br />Singletree Court and how it looks. He said he emailed information to Council and staff and <br />distributed pictures of the various facilities in town. He said he called the Building Department <br />about building and setback irregularities; he contacted the State, went to the Planning <br />Commission and said there has been no follow-up in permits being signed off.
