Dowling Associates, Inc. 1 <br />Transportation Engineering • Planning • Research • Education ~ ' <br />Transit service is provided along Stanley Boulevard by Wheels Route 10, which serves Dublin, <br />Pleasanton and Livermore. Weekday peak hour headways along this route are 15 minutes, while <br />weekday off-peak and weekend headways are 20-40 minutes. Wheels is a service of the <br />Livermore Amador Valley Transit Authority (LAVTA). <br />The purpose of this analysis is to determine the potential traffic impacts of the proposed Home <br />Depot Shopping Center project to be located near the intersection of Bernal Avenue & Stanley <br />Boulevard. <br />Methodology <br />The methodology used in this analysis is outlined below. <br />The Existing+Approved AM and PM peak hour traffic conditions were determined at <br />the 44 existing study intersections. The existing+approved traffic volumes were <br />provided by the City of Pleasanton in the associated Synchro traffic analysis software <br />files. The peak hour Levels of Service (LOS) were then calculated for the study <br />intersections. <br />The Existing+Approved+Project Without Loop Road traffic conditions were then <br />estimated for the Home Depot Shopping Center project. This involved estimating the <br />project's trip generation and trip distribution; adding the project's peak hour trips to <br />the Existing+Approved peak hour volumes; and calculating the peak hour LOS for <br />the study intersections. <br />The Existing+Approved+Project With Loop Road traffic conditions were also <br />estimated for the Home Depot Shopping Center project. This assumed the same <br />project trip generation and trip distribution; however, it also included a perimeter loop <br />road adjacent to the project site. The peak hour LOS was calculated for the study <br />intersections. <br />4. The level of service results were then analyzed to determine if any mitigation <br />measures would be needed to maintain an acceptable peak hour LOS at the study <br />intersections for either of the Existing+Approved+Project analysis scenarios. The <br />acceptable LOS is based on the City's standard, which is Level of Service D (some <br />exemptions exist). Traffic operational analyses were used to determine the need for <br />mitigation measures. <br />Existing+Approved Traffic Volumes <br />Traffic data was obtained from the City of Pleasanton for the study intersections (Figure 1) of: <br />(1) Bernal & Case (Signalized) <br />(2) Bernal & First/Sunol (Signalized) <br />Traffic Analysis Page 3 <br />Home Depot Shopping Center, Pleasanton <br />
