t <br />®owling Associates, lnc. ~ ,) <br />Transportation Engineering • Planning • Research • Education <br />Traffic Analysis <br />HOME DEPOT SHOPPING CENTER <br />PLEASANTON, CALIFORNIA <br />Introduction and Summary <br />A new 193,481 square-foot shopping center including Home Depot and other commercial retail <br />development is proposed in the City of Pleasanton. The site is located on the southeast corner of <br />the Bernal Avenue & Stanley Boulevard intersection (Figure 1). The project would provide two <br />driveways on Bernal Avenue and two driveways on Stanley Boulevard. The project would <br />generate 327 a.m. and 242 p.m. peak hour trips. <br />Of the 45 intersections studied, the proposed project would change the LOS fiom acceptable to <br />unacceptable levels at the Bernal Avenue & Vineyard Avenue (North) intersection only. The <br />project would, however, also add trips to intersections that would already be operating at <br />unacceptable levels of service prior to the addition of project trips. After the implementation of <br />the General Plan Alternative B mitigation measures and other mitigation measures identified in <br />other traffic analyses, the following study intersections would still operate below the City's <br />standard: <br />(9) Bernal & Valley (LOS E in PM) <br />(33) Sunol & I-680 NB Ramps (LOS F in both AM and PM) <br />The City may identify additional mitigations for these intersections as part of the ongoing <br />General Plan Update process, and may also create new LOS exemptions for some of these <br />intersections as intentionally constrained City gateways. <br />Bernal Avenue is a four-lane roadway with raised median and a speed limit of 40 mph north of <br />Nevada Street (formerly Del Valle Park~~ay). South of Nevada Street, Bernal Avenue is a two- <br />lane roadway with striped median and has a speed limit of 30 mph. In the vicinity of the project <br />site, there are bike lanes on both sides of the street, and sidewalks on the west side only. Stanley <br />Boulevard is a four-lane roadway with raised median in the vicinity of the project site, having <br />speed limits of 40 mph west of Bernal Avenue and 55 mph east of Bernal Avenue. Bike lanes <br />exist on Stanley Boulevard west of Bernal Avenue, and in the eastbound direction east of Bernal <br />Avenue. Nevada Street is a two-lane roadway with atwo-way center left-turn lane between <br />Bernal Avenue and Wyoming Street. On-street parking is allowed on the north side only and is <br />limited to 2 hours between 7 a.m. and 6 p.m. (excluding Saturday and Sunday). Bike lanes and <br />sidewalk exist on both sides of the roadway. Utah Street is a two-lane roadway with striped <br />median, on-street parking limited to 2 hours between 7 a.m. and 6 p.m. (excluding Saturday and <br />Sunday), and has sidewalks. <br />Traffic Analysis Page 1 <br />Home Depot Shopping Center, Pleasanton <br />
