Dowling Associates, Inc. i~ <br />Transportation Engineering • Planning • Research • Education "'~ <br />Mitigation Measures <br />As described in the Methodology section, intersection operations were analyzed to determine if <br />any mitigation measures would be needed to maintain acceptable peak hour levels of service at <br />the study intersections for the Existing+Approved+Project condition. The acceptable level of <br />service is based on the City of Pleasanton's standard, which is LOS D in most cases (some <br />exemptions exist). The majority of the mitigation measures were developed by the City of <br />Pleasanton. These mitigations relate to mitigation assumptions developed for the General Plan <br />Update Alternative B (refer to detailed text in the Appendix), as well as those identified in other <br />recent traffic analyses for other developments in the City. <br />Of the 45 intersections studied, the proposed project-would significantly change the level of <br />service at Bernal & Vineyard (intersection 10). The project would also add trips to the study <br />intersections that would already be operating at unacceptable levels of service under <br />Existing+Approved conditions. <br />The mitigation measures for the Existing+Approved+Project Without Loop Road conditions are <br />ji,~, summarized in Table 6. The LOS results with the implementation of these mitigation measures <br />are shown in Table 7. After implementation of these mitigation measures, the following <br />intersections would still operate below the City's standard: <br />(9) Bernal & Valley (LOS E in PM) <br />(33) Sunol & I-680 NB Rarnps (L.OS F in both AM and PM) <br />The City may identify additional mitigations for these intersections as part of the ongoing <br />General Plan Update process, and may also create new LOS exemptions for some of these <br />intersections as intentionally constrained City gateways. <br />The mitigation measures for the Existing+Approved+Project With Loop Road conditions are <br />summarized in Table 8. These mitigations are the same as those for the Without Loop Road <br />alternative, and also includes mitigation for the intersection of Stanley & Home Depot east <br />driveway/Loop Road (intersection 4~). The LOS results with the implementation of these <br />mitigation measures are shown in Table 9.
