Dowling Associates, Ins. 1 i,
Transportation Engineering • Planning • Research • Education
Existing +Approved + Project Conditions With Loop Road
This analysis case includes a perimeter loop road adjacent to the project site. The loop road
would intersect Stanley Boulevard at the project's easternmost driveway, run in a north-south
orientation to the east of the project, then turn in an east-west orientation to the south of the
project and tie in to the existing Nevada Court. Project trip assignment was manually adjusted to
reflect the following turn restrictions: (a) westbound left turns from Stanley Boulevard to Bernal
Avenue would be prohibited (and would instead use the loop road); (b) northbound left turns out
of the loop road to westbound Stanley Boulevard would be prohibited. The project trips
assigned to the turning movements at the study intersections under the
Existing+Approved+project With Loop Road conditions are shown in detail in Figure 5 (and in
Appendix Table A-4).
Construction of the Loop Road was assumed to affect traffic circulation patterns at the following
intersections only, relative to Existing+Approved+project Without Loop Road conditions:
(7) Bernal & Nevada/Loop Road
(8) Bernal & Utah
(32) Stanley & Va1leyBernal
(45) Stanley & Home Depot east driveway/Loop Road
The LOS results for the Existing+Approved+project With Loop Road conditions at the study
intersections identified above are shown in Table 5. The analysis assumes the intersection of
Bernal & Nevada/Loop Road, which would meet the peak hour signal warrant, would be
signalized as part of the construction of the Loop Road. The intersection of Stanley & Home
Depot east driveway/Loop Road (intersection 45) degrades from LOS B to LOS F in the PM
peak hour with the Loop Road. Colstruction of the Loop Road would add significant traffic to
the westbound left-turn movement at this intersection, which was analyzed as a minor approach
stop-controlled intersection. With the exception of the four locations identified above, the study
intersections would operate the same with or without the Loop Road.
Table 5
Project with Loop Intersections Levels of Service
Approved Conditions -
Plus Project Approved Conditions -
Plus Project w/ Loop
Intersection Traffic Control Time Delay LOS Delay LOS
7 Bernal Ga Nevada ~-Way Stop / AM ti.3 ? 12.4 B
Signal ±PM 11.8 B 19.7 B
8 Bernal ~ Utah St Si
nal AM 16.7 B 17.4 B
g 'PM 15.9 B 15.0 B
32 Stanley C Valle
/ Bernal Signal AM 111.2 F 104.8 F
y PM 74.5 E 63.0 E
45 Stanley C Home De
ot/L
oo 1-Wa
Sto AM o.i <~ o.h =,
p
.
p y
p
PM
u~.a
t ~
=1as.-
l
Traffic,4nalvszs Page 16
Home Depot Shopping Center, Pleasanton
