The loop road <br />would intersect Stanley Boulevard at the project's easternmost driveway, run in a north-south <br />orientation to the east of the project, then turn in an east-west orientation to the south of the <br />project and tie in to the existing Nevada Court. Project trip assignment was manually adjusted to <br />reflect the following turn restrictions: (a) westbound left turns from Stanley Boulevard to Bernal <br />Avenue would be prohibited (and would instead use the loop road); (b) northbound left turns out <br />of the loop road to westbound Stanley Boulevard would be prohibited. The project trips <br />assigned to the turning movements at the study intersections under the <br />Existing+Approved+project With Loop Road conditions are shown in detail in Figure 5 (and in <br />Appendix Table A-4). <br />Construction of the Loop Road was assumed to affect traffic circulation patterns at the following <br />intersections only, relative to Existing+Approved+project Without Loop Road conditions: <br />(7) Bernal & Nevada/Loop Road <br />(8) Bernal & Utah <br />(32) Stanley & Va1leyBernal <br />(45) Stanley & Home Depot east driveway/Loop Road <br />The LOS results for the Existing+Approved+project With Loop Road conditions at the study <br />intersections identified above are shown in Table 5. The analysis assumes the intersection of <br />Bernal & Nevada/Loop Road, which would meet the peak hour signal warrant, would be <br />signalized as part of the construction of the Loop Road. The intersection of Stanley & Home <br />Depot east driveway/Loop Road (intersection 45) degrades from LOS B to LOS F in the PM <br />peak hour with the Loop Road. Colstruction of the Loop Road would add significant traffic to <br />the westbound left-turn movement at this intersection, which was analyzed as a minor approach <br />stop-controlled intersection.
