Mayor Hosterman said nearby there is the Vintage Hills Shopping Center which has been <br />struggling since the 1980's. They have two tenants; a hair salon and a dry cleaner who <br />have been hanging in there for a long time. She asked if Mr. Knoedler could extend the <br />opportunity for them to relocate to this project and let them have an opportunity to get on <br />their feet with a reduced lease rate so they can build up their business. Mr. Knoedler said <br />he has directed his leasing staff to contact those businesses. ~ She asked if there was an <br />opportunity to look at other coffee retailers besides Starbucks. Mr. Knoedler said they <br />have not signed any leases yet, so there is an opportunity to talk to others and indicated <br />the project would also provide for a community center for her surrounding neighbofioods <br />and she loved the idea of a bookstore. She also asked where they were on green building <br />which she felt was important. <br />Councilmember McGovern said she was also interested in signage and requested the <br />Planning Commission to review signage, per amendment to Condition 15. Mr. Iserson <br />asked if the sign program could be put on the Zoning Administrator report so any member <br />of the Commission or the public could pull it if not satisfied. Councilmember McGovem <br />agreed. <br />Councilmember Sullivan said he would not be supporting the motion. He wants the city to <br />look closer at all projects from an economic and fiscal standpoint. He agreed to work with <br />staff to look at some economic impact models, especially toward build-out of the <br />community. He also agreed that this discussion is one of balance and unfortunately this <br />has not been achieved. <br />Councilmember McGovern questioned if Council needed a condition that would direct the <br />City Manager to look at Valley Avenue sound wails, painting, landscaping and other things <br />when the road is improved. City Manager Fialho said this is reflected in the record and the <br />intention is that as the road project comes forward staff will seek comment from the <br />Council. <br />Action: The motion passed by the following vote: <br />Ayes: Cook-Kallio, McGovern, Thome, Mayor Hosterman <br />Noes: Sullivan <br />Absent: None <br />City Council Minutes 16 May 15, 2007 <br />
