ATTACHMENT 5 <br />THE CITY OF <br />-:~I ^~.. ~M t t ..iu <br />L~~S.I~NTC)~1~ <br />MEMORANDUM <br />Date: October 17, 2007 <br />From: Jerry Iserson, Director of Planning and Community Development <br />Subject: Public Meeting on the Proposed Regency Centers/Home Depot Project <br />On May 15, 2007, the City Council held a public hearing on Regency Center's proposal for a <br />193,481 sq. ft. commercial center, including a Home Depot, Longs Drugs, and tenant spaces <br />for other retail shops and restaurants on the property located at the intersection of Stanley <br />Boulevard/Bernal Avenue/Valley Avenue. After holding the hearing, the Council voted to <br />approve this project subject to conditions of approval by introducing the ordinance for approval. <br />However, when the project subsequently returned to the Council for the second reading of the <br />ordinance, staff felt that there were still some issues that needed clarification, additional <br />information, and resolution. Therefore, the item was continued to enable staff to do additional <br />research on these issues. Staff then formed an internal work group to identify and clarify these <br />remaining issues. A community workshop was held on July 26, 2007 to review these <br />questions and to take public input on additional questions and issues to be addressed. A <br />number of additional questions/issues were identified at that meeting. <br />Since the workshop, staff has worked to address these questions. Staff retained an economic <br />consultant with direct experience in performing trade area analyses for retail stores, including <br />home improvement stores. The objective was to determine from an objective viewpoint if there <br />is a need for two Home Depot stores in Pleasanton from a market perspective, the likely <br />impact of the proposed Home Depot on existing home improvement businesses in town, and <br />to address related economic issues. Staff also hired a traffic consultant to conduct a <br />supplemental traffic analysis for the project to address the additional traffic questions that had <br />been raised, including an analysis of weekend traffic and of traffic impacts if the existing Home <br />Depot on Johnson Drive were to close. These reports have been prepared and used to <br />respond to the questions raised. Finally, staff explored the operational issues which were <br />raised concerning the proposed project, such as truck delivery routes and enforcement. Staff <br />will present the results of the reports at the meeting, as well as the responses to the entire list <br />of questions raised. <br />The list of questions and issues with responses is attached. <br />
