THE CITY OF <br />~L£~S~NTON® <br />December 4, 2007 <br />Public Works Department <br />TITLE: APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE <br />CITY OF PLEASANTON AND THE ALAMEDA COUNTY CONGESTION <br />MANAGEMENT AGENCY FOR THE EXPENDITURE OF TRI-VALLEY <br />TRANSPORTATION FUNDS ON THE I-580 HIGH OCCUPANCY VEHICLE <br />LANE PROJECT <br />SUMMARY <br />The City of Pleasanton is identified in the Tri-Valley Transportation Council's (TVTC) <br />Strategic Expenditure Plan (SEP) as the lead agency on the I-580 High Occupancy <br />Vehicle (HOV) Lane project. The SEP requires that the TVTC Funds for projects be <br />allocated directly to the lead agency identified in the plan for expenditure. <br />However, the Alameda County Congestion Management Agency (ACCMA) will be the <br />lead agency in administering the I-580 HOV lane project contract and responsible for <br />payment to Caltrans. <br />Because the City of Pleasanton is required to receive the TVTC funds, but ACCMA will <br />actually administer the project, there needs to be an agreement to allow Pleasanton to <br />pass the TVTC funds to ACCMA to administer the project. The attached Memorandum <br />of Understanding outlines the agreement between the City of Pleasanton and the <br />ACCMA for the request and expenditure of the $4 million dollars in TVTC funds for the <br />specific use on the I-580 HOV Lanes project. <br />RECOMMENDATION <br />1. Approve the attached Memorandum of Understanding (Attachment 1) between <br />the City of Pleasanton and the Alameda County Congestion Management <br />Agency for the allocation and disbursement of $4 million in Tri-Valley <br />Transportation Council Development Fee funds for the I-580 High Occupancy <br />Vehicle Lane Project. <br />2. Authorize the Mayor to execute the attached Memorandum of Understanding. <br />FINANCIAL STATEMENT <br />There are no local funds included in this Memorandum of Understanding. The City of <br />Pleasanton will act as the pass through agency, collecting the funds from the TVTC <br />treasurer, then forwarding the collected funds to the ACCMA.
