BACKGROUND <br />An Invitation to Bid seeking a licensed contractor(s) to perform scheduled routine and <br />unscheduled weed abatement services on City right-of-ways, private parcels and <br />utilities locations, was sent to fifteen vendors. In addition, two advertisements were <br />placed in local newspapers announcing the Notice of Bids for the weed abatement <br />services. Two qualified submittals were received by the bid closing date of October 4, <br />2007, one from Sycamore Landscaping Corporation of Walnut Creek and one from Tom <br />Greene Weed Abatement Services of Pleasanton. The selected contractors will be <br />asked to control the growth of weeds by use of pre- and post-emergent spraying on all <br />designated parcels. Additionally, they will control weeds by mowing, disking, and weed <br />eating when necessary. The term of the proposed agreements is through June 30, <br />2009, with the option to extend for one additional year. <br />DISCUSSION <br />Pursuant to the City's Purchasing Procedures Manual, a total of two separate <br />agreements may be awarded for a particular service. In this case, staff is <br />recommending utilizing the services of both of the contractors that submitted bids in <br />order to provide the City with better vendor response times and more complete <br />coverage of abatement areas, especially during the height of the weed season, which <br />typically runs from March to October. By including in the scope of work the City of <br />Pleasanton's portion of the Livermore-Pleasanton Fire Department's (LPFD) fire weed <br />abatement program that takes place every year in July, all non-Parks related weed <br />control in the City will now be provided under one contract.
