OR1JitUlUJt <br />J . <br />~ , /i p <br />1. nf~'~arne~ <br />Report to City Council <br />2007 Review and 2008 Budget <br />STRUCTURE <br />The Downtown Pleasanton Business Improvement District (PDA) is anon-profit service organization of <br />the downtown businesses dedicated to the ongoing revitalization of Pleasanton's historic business district. <br />The district was created in 1984 by the Pleasanton City Council under the provisions of California Business <br />Improvement District/Area law. <br />The current assessment formula is based on the annual business license payment: businesses located <br />curbside, downstairs on Main Street are assessed at a rate of two times their business license; businesses <br />with a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a half times <br />their business license; all other businesses (those located off Main Street) pay an amount equal to their <br />business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not <br />pay an assessment to the PDA. <br />After an extensive review of the BID formula for downtown Pleasanton and other BID formulas utilized <br />throughout California, the PDA Advisory Board finds that the current formula is the most equitable without <br />putting undue burden upon the member and yet, assures that each business contributes to the well being of <br />the downtown. Therefore, it is not recommending any changes in the District's assessment formulas or the <br />boundaries of the district for 2008. <br />The district includes approximately 600 members. Those members elect and are represented by a Board of <br />12 Directors in 2008, where no more than three directors may represent any one segment of the <br />membership but must include two property owners and two retailers. <br />In accordance with the City/PDA agreement, the PDA has created an organizational structure that is <br />modeled on the guidelines recommended by the National and Main Street Programs. The four areas of <br />focus are: <br />Organization: The Organization Committee known as the Executive Committee is made up of the <br />five officers of the Board of Directors -President, President-Elect, Past President, Secretary and Treasurer. <br />While the Board of Directors takes a broad approach, the Organization Committee focuses more closely on <br />the operations of the PDA: financial oversight, personnel issues, budget and insurance. <br />Promotions & Marketing: The Marketing & Education Committee includes four board members, <br />approximately eight committee members and 40 event volunteers. The committee expanded its scope of <br />work to include educational opportunities for members. It continues to create and implement exciting ways <br />to promote downtown to local residents and regional visitors. The events are designed to increase <br />awareness of the downtown district and enhance the long-term economic viability of the downtown as a <br />business district. The committee's programs for marketing Pleasanton's downtown have included <br />advertisements in local and regional media (newspapers, magazines, visitor's guides, radio, etc.), PDA <br />brochures and a website that features an online business directory as well as available properties. Quarterly, <br />
