CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 87-247 <br /> <br /> RESOLUTION INITIATING GENERAL PLAN AMENDMENT AND <br /> AMENDING THE PROCEDURES AND GUIDELINES REGARDING <br /> CRITERIA FOR LOW INCOME EXEMPTIONS FOR GROWTH MANAGEMENT <br /> PROGRAM IN NORTH PLEASANTON <br /> <br />WHEREAS, at its meeting of June 2, 1987, the City Council <br /> reviewed the staff report (SR 87:255) from the Director <br /> of Planning and Community Development regarding the <br /> applications of the Northern Group and Trammell Crow for <br /> lower-income exemptions to the Growth Management <br /> Program; and <br /> <br />WHEREAS, Council is concerned about the large number of <br /> lower-income exemptions in the North Pleasanton area; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: The City Council hereby initiates a General Plan <br />amendment to establish up to 650 maximum market rate <br /> units with up to an additional 350 low income exemption <br /> units to be set aside for a total of 1,000 housing units <br /> maximum per year. <br /> <br />Section 2: Section 1 (Exempt Projects) of Appendix A to Title 17 <br /> of the Pleasanton Municipal Code is hereby amended by <br /> changing subsections (c)(i)(B) and (c)(i)(C) to read as <br /> follows: <br /> <br /> "B. Units must be reserved for lower income <br /> households for a period of at least fifteen (15) years. <br /> <br /> C. Rent for lower-income households shall be no <br /> more than an amount equal to thirty percent (30%) <br /> multiplied by eighty percent (80%) of the Primary <br /> Metropolitan Statistical Area (PMSA) median income for <br /> the maximum sized household capable of occupying the <br /> unit. For instance, using present HUD regulations, rent <br /> for a two bedroom unit could be set up to, but not <br /> exceeding, 30% of 80% of the PMSA median income for a <br /> household of four." <br /> <br /> Section 2: This resolution shall become effective immediately <br /> upon its passage and adoption. <br /> <br /> <br />
