The City issued 39 growth management allocation <br />units to the R & W Ranch project. The Developer acquired the <br /> <br />R & W Ranch property and the growth management allocation units. <br /> <br /> B. The City approved a major modification on March <br />3, 1987 to the Foxbrough Estates P.U.D. plan creating additional <br />lots. The City's approval was subject to the following <br />condition: "That no application for growth management approval <br />for the additional lots be made until the Vineyard Avenue <br />Development Moratorium is lifted."
