He would support <br />returning the item during discussion of the CIP and thinks it is a problem. <br />Councilmember Sullivan said he hears the diesel engine on the other side of the freeway, and <br />felt the Council should look at the item in the context of other projects, and agreed it should be <br />on the CIP list. <br />Councilmember McGovern felt there is a progression towards more trains coming into <br />Pleasanton, felt the numbers will increase and felt the City should plan that this will be the reality <br />which gives this much more credibility of doing something, as it is going to get worse and not <br />better, asked to see the schedule and distinguish between whether they are ACE and freight <br />trains. The speaker, David Stark will address the East Bay housing <br />market. <br />Councilmember Thorne confirmed with the City Manager that the Pleasanton Upper Field is on <br />the priority list and that it would return to Council sometime late in 2008. <br />Councilmember McGovern felt the all-weather field is risky being that the property is owned by <br />the District and she would rather look to see how close the City would be for an all-weather field <br />at Bernal. <br />Councilmember Sullivan questioned if there was interest to have community workshops on the <br />subject of how the City refines the residential development we want to see downtown, and <br />provide outreach to residents, the development and business community so as to build more <br />housing that everyone can feel good about it. He felt there has been conflict between the groups <br />and he did not want conflict every time projects come forward. <br />Mayor Hosterman agreed with holding workshops and Councilmember Thorne agreed as well. <br />Councilmember McGovern agreed, felt people buy small homes and want to make them bigger <br />and green space gets lost. She questioned if neighborhood meetings have been held with City <br />planners and residents and whether input has been received from those who live in the core of <br />the downtown about higher density in the downtown. <br />Councilmember McGovern felt a town hall meeting was needed on the downtown to discuss <br />concerns and then staff could bring back those concepts to the Council.
