River, such flow more rapidly draws down the level of Folsom Reservoir and <br /> <br /> reduces recreational activities at the reservoir, <br /> <br /> The Board also evaluated the impact on the lower American River if the Bureau <br /> diverted S90,OO0 AFA via the Folsom-South Canal, The hydrology studies <br /> indicate that the flow in the lower American River would be reduced and would <br /> cause a reduction in virtually all public trust uses, <br /> <br /> WATER QUALITY/PUBLiC HEALTH RISK <br /> <br />The A~erican River has water of exceptionally high quality, The quality of the - <br />water in the American River is better that the quality in the Sacramento ~ive~ <br />and is much better than the quality in the Delta. Water from any of these <br />three alternative Sources could be utilized by EBMUD. Proper treatr~.nt an~ <br />"blending" with water from the Hokelumne River would produce water that wo~ld <br />meet all current drinking water standards. <br /> <br />Trihalomethane (THM) is one of the principal concerns in this case. TH'.~ is a <br />suspected carcinogen that is formed when chlorine is added to the water d~"inl <br />the treatment process. As a relative comparison of water quality, the <br />trihalomethane forqqation potential (THMFP) values for the American River, <br />Sacramento River and Delta are 58, 8D and 162 ug/L respectively. <br /> <br />The Board evaluated the theoretical health risk for the mininxJm and maxinure <br />conditions for the three alternative sources; however, limitations in the data <br />and the methodology used to calculate the theoretical health risk make it ' <br />difficult to precisely define the relative health risk of the three sites.
