FINDINGS OF FACT <br /> <br /> EBMUD'S NEED FOR ADDITIONAL WATER <br /> <br />EBMUD has a need for additional water in drought years to supplement <br />deficiencies in supply from Pardee Reservoir on the Mokelumne River. The <br />quantity of water needed will depend, in large measure, on whether EBr4UD <br />supplies water to the Contra Costa County Water District. <br /> <br />Currently EBMUD supplies water to over one million customers in a 300 square- <br />mile area located in Alameda and Contra Costa Counties. EBMUD supplies an <br />average of 204 million gallons per day (mgd) and has an average consumotion of <br />168 gallons per capita per day. <br /> <br />During the extraordinarily severe drought of 1976/1977, EBMUD experienced <br />substantial deficiencies in its water supply. In lg77 EBMLr3 experienced <br />deficiencies of approximately 40%, i.e., sufficient water was available <br /> <br />60~- of the demand. Water needs were met by imposing mandatory cons.=rvation <br /> <br />measures and by the diversion of water from the Delta. '- <br /> <br />The Board has reviewed a comprehensive study recently completed by ESHU~ to <br />determine its future water requirements. EBHUD estimates that it will n.=e~ 256 <br />mgd in the year 202D to meet water demands within its existing service area. <br />EBhlUD will continue to experience deficencies in supply available from Pardeo <br />Reservoir during future drought years. Computer operational studies completed <br />by EB~UD show that deficiencies will occur about 'once each twelve years. These <br />deficiencies will average about 27 mgd (30,000 AFA). Thus, EBMUD will need to <br />divert about 3D,O00 AF from the American River once every twelve years. <br /> <br /> <br />
