The Board has been <br />appointed as the referee because of its experience in water right disputes. :n <br />the capacity of referee, the Board is not a party to the lawsuit but, instead.. <br />serves essentially as a consultant to the court. <br /> <br />lhe Board's investigation and preparation of the Draft Report have been <br />conducted"~n accordance with instructions in the Court's Order for Referen.-e, <br />provisions of the California Water Code, and a workplan dated January 1985 that <br />was prepared for this case. For the most part, the Draft Report is based on <br />information submitted to the Board by the parties or other public agencies. <br /> <br />The parties will have 45 days to review the Draft Report and to submit written <br />objections.
