School Impacts <br />79. The project developer shall work with the Pleasanton Unified School District and <br />the City Planning Director to develop a program, in addition to the school impact <br />fees required by State law and local ordinance, to off-set this project's long-term <br />effect on school facility needs in Pleasanton. This program shall be designed to <br />fund school facilities necessary to off-set this project's reasonably related effect <br />on the long-term need for expanded school facilities to serve new development in <br />Pleasanton. The method and manner for the provision of these funds and/or <br />facilities shall be approved by the City and in place prior to issuance of building <br />permits. In no event shall construction commence unless the above method and <br />manner for the provision of these funds and/or facilities has been approved by the <br />City. <br />Traffic Mitigation Measures <br />80. The project developer shall implement the following measures to mitigate the <br />development's traffic impacts to the City streets and intersections (Mitigation <br />Measure O-1): <br />a. Pay $1,000,000 to the City of Pleasanton with the first subdivision map that <br />will be applied to the following: <br />• The City's traffic impact fees (TIF) for the 51 units at the rates in effect <br />when the subdivision map is approved by City Council. <br />• Construction of traffic calming measures on Hearst Drive which will be <br />determined by the City's Traffic Engineer with input from representatives <br />of the Kottinger Ranch Homeowners Association. <br />• Installation of a traffic signal at the Bernal Avenue/Kottinger Street <br />intersection as determined by the City Engineer. The installation of this <br />signal shall be subject to the review and approval by the City Council. <br />• Coordination of the signal phasing of the Bernal Avenue/Independence <br />Drive intersection signal to provide for adequate gap time for left-turn <br />movements to/from between Bernal Avenue and Hearst Drive. Installation <br />plans for the signal shall be submitted to the City Engineer for review and <br />approval before recordation of the final subdivision map. <br />b. The project developer shall pay the regional traffic fees (Tri-Valley <br />Transportation Development Fees) for the 51 units at the rates in effect <br />when the subdivision map is approved by City Council. <br />Urban Stormwater Design Requirements Including Integrated Pest Management <br />81. The project developer shall submit an Integrated Pest Management Plan (IPMP) <br />to the Planning Director for review and approval to action on the first final <br />Page 31 of 39 <br />
