Overriding Considerations. <br />As explained in greater detail in the Statement of Overriding Considerations below, the <br />environmental, economic, social and other benefits of the Environmentally Superior <br />Project override any remaining significant adverse impacts of the project resulting from <br />cumulative blue oak woodland impacts. <br />Transaortation <br />Impact of increase in traffic levels as measured by intersection Levels of Service <br />following completion of project construction and occupancy. <br />The Environmentally Superior Project will cause an increase in traffic which would <br />contribute to unsatisfactory levels of service at eight intersections under the <br />CUMULATIVE + PROJECT scenario. At six of these intersections, the mitigations <br />described in the DEIR (pg. 395-396) would reduce the impact to aless-than-significant <br />level. At one intersection, Bernal Avenue at the I-680 Southbound on-ramp, a new <br />traffic signal is to be installed and the on-ramp widened to accept a double westbound <br />left turn lane. Even after application of this mitigation measure the impacts of <br />unsatisfactory intersection operations at the Bernal Avenue/I-680 on-ramp and at the <br />Santa Rita RoadNalley Avenue intersection would remain significant-and-unavoidable. <br />No further feasible mitigation is available to reduce this transportation impact to a <br />less-than-significant level. <br />Effects of Impact. <br />Traffic improvements identified for the Bernal Avenue/I-680 SB on-ramp and for the <br />Santa Rita RoadNalley Avenue intersections under the CUMULATIVE scenario with the <br />Environmentally Superior Project would not be sufficient to mitigate this intersection to a <br />level that would meet Pleasanton's Level of Service standard. <br />Remaining Impacts. <br />The AM Level of Service would be D for all movements except for the Bernal <br />Avenue/I-680 on-ramp and at the Santa Rita RoadNalley Avenue intersection right turn <br />movement which would remain significant-and-unavoidable. Capacity for that <br />movement would act as a constrained gateway. This is a cumulative impact condition <br />which also exists in the EXISTING + APPROVED PROJECTS scenario without the <br />Environmentally Superior project. <br />Exhibit A Page 42 of 45 Ordinance No. 1961 <br />PUD-33, Oak Grove <br />
