F. The undeveloped stria of land shown as providing <br />vehicular access to Santa Rita Road (hereinafter "Access <br />Driveway") is a portion of APN 946-3295-1-4 (the F.l Rancho <br />Motel parcel) which is owned by Khushal Dahya Patel and Gita <br />Khushal Patel, his wife. <br />F. In selecting and requiring the Santa Rita P.oad <br />access shown, the City Council considered the following <br />factors: <br />i. The General Plan, the zoning, and good planning <br />practice dictate that the project site should be developed <br />as an apartment site. <br />ii. Good principles of traffic management sug¢est <br />that development on the subject site would function <br />more efficiently with a second access. Specifically, <br />vehicles wishing to proceed north or south on Santa <br />Rita Road would not have to make a left turn across <br />traffic on Valley Avenue. A second access to Santa <br />Rita Road is necessary to preserve the public safety. <br />iii. A possible alternate access from the subject <br />site to Santa Rita Road would be by way of Tananger <br />Drive and Mohr Avenue. This alternate access route is <br />unsatisfactory because it would significantly increase <br />traffic in a single family residential neighborhood. <br />The designated Access Driveway is superior to the <br />Tanager Drive/Mohr Avenue route in that it would be <br />more direct and less disruptive to established uses. <br />-2- <br />
