4 <br />THE CITY OF <br />-- ~ "' "' -=~ "" CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTONo <br />November 6, 2007 <br />Fire Development <br />TITLE: AWARDING OF AN AGREEMENT TO EMERGENCY EQUIPMENT <br />MANAGEMENT, INC., IN THE AMOUNT $679,556 FOR SELF CONTAINED <br />BREATHING APPARATUS AND APPROVAL OF A SUPPLEMENTAL <br />BUDGET APPROPRIATION FROM CARRYOVER RESERVES FOR THIS <br />PURCHASE <br />SUMMARY <br />Livermore-Pleasanton Fire Department (LPFD) personnel utilize self-contained <br />breathing apparatus (SCBA) to operate in atmospheres considered dangerous to their <br />health and safety. The current SCBA's have exceeded their planned life expectancy and <br />are not in compliance with recently adopted National Fire Protection Association (NFPA) <br />standards, and as a result, they must be replaced. In response to this situation, on <br />September 13, 2007, the LPFD circulated a Request for Proposal (RFP) for the <br />acquisition of 104 new SCBA units, training and related equipment and services. A total <br />of three proposals were received in response to the RFP and staff is recommending the <br />awarding of an agreement to Emergency Equipment Management, Inc., for this <br />equipment. The City of Livermore approved this purchase previously and as a result, it <br />will share equally in the cost of the equipment. Staff is also recommending a funding <br />plan that includes a supplemental appropriation from funds generated in part, from cost <br />saving steps taken by the LPFD. <br />RECOMMENDATION <br />Staff recommends that City Council: <br />1. Authorize the City Manager to execute <br />Management, Inc., for self-contained <br />$679,556. Approve a supplemental budget appropriation from carry over reserves to cover the <br />cost of this purchase. <br />FINANCIAL STATEMENT <br />The cities of Pleasanton and Livermore will share equally in the cost of this purchase. <br />Total costs of $679,556, will be offset by a $203,904 grant from the Department of <br />Homeland Security. However, because this is a grant that reimburses agencies for <br />expenditures, the cities will be required to utilize existing funds for the entire purchase. <br />However, upon receipt of the grant payment, the net cost to the cities will be $475,652 <br />($237,826 for each city). The new units have a lifetime warranty which will minimize <br />future repair and replacement costs. <br />
