Fremont Land-Retail Development <br />A retail shopping center would be located on an approximately 11.3 acre site. It would <br />be approximately 106,000 square feet in size and have approximately 583 parking <br />stalls. The buildings would be one story and would be up to 33 feet in height. The <br />building materials would include stucco, stone, and corrugated metal. Some of the <br />roofs and awnings would be curved. The main building colors would primarily be <br />browns, greens, peach, and gray and the accent colors would be black, blue, purple, <br />and brown. The building elevations facing Auto Mall Place and EI Charro Road would <br />be designed as front elevations. Tenant shops along streets will have two wall signs, <br />one facing the street and one facing the parking lot. It is anticipated that one to two <br />monument signs will also be proposed. Plaza seating areas, decorative paving, and <br />benches will also be proposed. <br />It is anticipated that tenants would include a market, a restaurant, a bank, a drug store <br />with a 24 hour drive thru pharmacy, retail shops, and other restaurants. The applicant <br />would like fast food restaurants to be allowed as a permitted use. <br />17 Acre Community Park <br />On July 17, 2007 the City Council approved a reconfiguration of the community park <br />boundary as shown in Figure 1 (above), and adopted the park concept plan <br />recommended by the Parks and Recreation Commission. The 17 acre community park <br />concept features both active and passive recreation facilities including: <br />• Two all weather, lighted sports fields <br />suitable for soccer, football, or <br />lacrosse <br />• Six lighted tennis courts <br />• Potentially, depending on an <br />agreement with SJAM and the City <br />Council, a public, recreational ice <br />skating facility <br />• Bocce ball courts <br />• Dog exercise area <br />• Lawn bowling <br />• Passive open space <br />• Trails and trail heads <br />• Two restrooms <br />• Parking <br />The trails, informal open space, dog exercise area and tennis courts could directly <br />service both the surrounding neighborhood and the adjacent Community Life <br />Communities site. The site's adjacency to the Arroyo Mocho, quarry lakes and regional <br />trail system also presents a unique opportunity for expanding park usage beyond the <br />actual park boundaries. <br />Five Acre Neighborhood Park <br />On July 17, 2007, the City Council approved a conceptual purchase and improvement <br />plan with the SPA for the acquisition of the five +/- acre site identified in the MOU as <br />"auto mall option" for a City neighborhood park that would also serve as a storm water <br />detention area for the entire Staples Ranch development. Assuming the acquisition of <br />this site, the entire Staple Ranch site will include 23 acres of parkland. Notwithstanding <br />Council action, staff has not begun the sales and purchase process pending the holding <br />of this workshop to provide the public with an opportunity to comment on this <br />acquisition.
