The Pleasanton General Plan states that lower densities should be encouraged along <br />the inside edge of the UGB to provide atransition/buffer for preventing potential <br />conflicts with uses immediately beyond the boundary such as agriculture and wild lands. <br />In July of 2007, the City of Livermore approved regional and subregional retail, food, <br />and entertainment land use designations and a retail outlet mall, a 420,000 square foot <br />structure with a maximum height of 50 feet and 2,400 on site parking spaces, to be <br />located immediately east of EI Charro Road. Staff does not believe that there would be <br />a land use conflict between the proposed Staples Ranch retail developments at the <br />edge of the UBC and Livermore's proposed retail development and land uses <br />immediately east of EI Charro Road. <br />Alameda County Measure D <br />In November 2000, the Alameda County electorate approved the Save Agriculture and <br />Open Space Lands Initiative, Measure D. The purpose of the initiative is to preserve <br />and enhance agriculture and agricultural lands, and to protect several natural qualities, <br />wildlife habitats, watersheds and open space of Alameda County from development. <br />The initiative added, deleted, and revised more than 60 East County Area Plan (ECAP) <br />policies and programs and amended the location of the County's Urban Growth <br />Boundary. The initiative also requires General Plan amendments for land use actions <br />which increase the density or permit more development above that permitted by ECAP <br />as of February 1, 2000, or by the Initiative, whichever is less to be approved by a public <br />vote. <br />Measure D has no impact on the proposed Staples Ranch development. Measure D <br />does not require a County wide voter approval of this project for the below mentioned <br />reasons: <br />1. The project is within the County's Urban Growth Boundary. <br />2. Once an area is taken is taken out of the County and into a city through a <br />normal annexation procedure, the Alameda County General Plan, <br />including Measure D, would no longer apply. <br />Likewise, if the Staples Ranch development were not approved to be developed in <br />Pleasanton, but were approved to be developed in Livermore or Dublin, a County wide <br />voter approval would not be required for the same above listed reasons. <br />CONCLUSION <br />As indicated previously, this workshop is being held to assure the Council, Planning <br />Commission and public remain informed regarding this development review activity and <br />to provide an opportunity for pubic comment prior to formal PUD reviews. In addition, <br />the workshop is intended to provide feedback from the Council and Planning <br />Commission to the developers for consideration prior to preparing final PUD plans for <br />the City. In view of this goal, staff and the developers recommend the Council and <br />Planning Commission provide feedback regarding the developments and the site <br />Page 15 of 16 <br />
