The proposed FY 2008/09 City Grant Application Packet (Attachment 1) is similar to the <br />previous year, and includes the commissions' recommended changes. The timeline <br />remains consistent with previous years, with funding packets available in December, <br />due in March, followed by Public Hearings before each appropriate commission in April, <br />and City Council consideration of funding recommendations in June. The timeline is <br />clearly outlined in the Application Packet. <br />In addition, during the regular October meetings, the commissions identified funding <br />priorities and maximum funding requests for each respective category: <br />Civic Arts Category: <br />Maximum Funding Request - $7,500`; total available funding $40,000. <br />*Organizations may submit applications for different projects, but shall not be awarded <br />more than $7,500 in the aggregate in any grant year. <br />Priority -Cultural and artistic projects that build community, provide public education in <br />the arts, create increased diversity, and provide technical assistance to increase self- <br />sufficiency. <br />Human Services Category: <br />Maximum Funding Request - $20,000 per project; total available funding $130,000. <br />Priority -Programs that promote a healthy community, with emphasis on projects that <br />address service network gaps and shortcomings as identified in the Tri-Valley Human <br />Services Needs Assessment (May, 2003). <br />Youth Category: <br />Maximum Funding Request - $7,500 per project; total available funding $20,000. <br />Priority -Programs designed to encourage and promote services that benefit the <br />Pleasanton youth community. <br />During its review of the Community Development Block Grant (CDBG) allocation in April <br />2007, the Council suggested that the Human Services Commission investigate the <br />sufficiency of funds available through the City Grant program. During that same period, <br />a subcommittee comprised of representatives from the Civic Arts, Human Services, and <br />Youth commissions was working to redefine the City Grant program compliance <br />protocols. The Council approved the new compliance protocol plan in June 2007. <br />The protocol authorized each commission involved in City grant allocations to identify, if <br />appropriate, a list of projects for increased funding should it become available. Though <br />it is unusual for the commissions not to recommend the use of all funds, it did occur for <br />this current fiscal year in both the Civic Arts and Youth areas due to limited applications <br />and projects not meeting program guidelines. The plan provides an opportunity for the <br />commissions to reallocate unused funds from a specific category or from an incomplete <br />or underachieving project. <br />Page 3 of 4 <br />
