13 <br />THE CITY OF <br />nL£~S~NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />November 6, 2007 <br />Public Works Department <br />TITLE: ACCEPTANCE OF PUBLIC IMPROVEMENTS CONSTRUCTED BY THE <br />BERNAL INVESTMENT CORPORATION (BIC) FOR THE VALLEY <br />AVENUE UNDERPASS <br />SUMMARY <br />The subject project consists of a newly constructed separated grade crossing <br />(underpass) where the extension of Valley Avenue intersects the Union Pacific Railroad <br />tracks just westerly of Case Avenue. Construction of the subject project is complete <br />and ready for acceptance. <br />RECOMMENDATION <br />1. Accept the improvements for the subject project <br />2. Authorize the City Clerk to file a notice of completion for the subject project. <br />3. Authorize the release of the performance bond for the subject project 30 days after <br />the recordation of the notice of completion. <br />FINANCIAL STATEMENT <br />Underpass improvements were funded completely by the Bernal Improvement <br />Corporation (BIC). In addition, since the roadway surface along Valley Avenue has <br />been depressed approximately 20 feet to clear the railroad bridge, a pumping station <br />has been installed to pump both storm water and groundwater at the underpass. This <br />will result in an annual electrical bill of approximately $10,000 to operate the underpass <br />pumping station. Annual maintenance costs for roadway, bridge, landscaping and <br />pumping station is anticipated to be approximately $20,000. <br />
