IV. I~PLF~ENTATIOM <br /> <br />A. Action Items <br /> <br />The park is a valuable City resource already open to the public, albeit, <br />on an informal basis. As noted previously, it is being used by h~ers, <br />horseback riders, and, unfortunately, an occasional illegal vehicle. <br />Therefore, in order to protect the natural character of the park, the City <br />should undertake the following as soon as possible: <br /> <br /> 1. To secure the park perimeter and prevent uncontrolled grazing <br /> and/or access by unauthorized vehicles, replace or install <br /> vehicle-proof gates at all fire road entrances to the park <br /> (changing locks may deter illegal entry); rebuild or install <br /> the perimeter fence, as needed (Mote: Cost estimate covers <br /> new fencing to protect ridgetop meadows only; length of <br /> perimeter fence required sust be verified in the field.) <br /> <br /> 2. To protect existing fire roads/trails from further damage, <br /> repair drainage crossing by cleaning out and/or replacing <br /> culverts; ditch, grade and fill as needed to carry run-off <br /> safely to drainage ways; <br /> <br /> 3. To protect the park from damaging wild fires, the City should <br /> further investigate the feasibility of the various range <br /> management techniques noted in the MIster Plan; and <br /> <br /> 4. To educate the public regarding the status and future of the <br /> park, a basic informational sign program should be <br /> implemented. <br /> <br />Once the above measures have been completed, the City could begin <br />implementation of the Master Plan as circumstances and budget warrant. <br />The primary access point from Golden Eagle Farms should be the first <br />capital improvement provided. <br /> <br />An estimate of capital improvement costs, based upon 1987 dollars, <br />follows. <br /> <br /> - 13- <br /> <br /> <br />
