MEETING OPEN TO THE PUBLIC <br />15. Public Comment <br />Fred Norman said 93 American troops have lost their lives in Iraq since the last Council <br />meeting, and thanked Councilmember Sullivan and Thorne for publicly honoring those soldiers. <br />Kathy Dowding read an editorial published in the New York Times on Sunday, August 19, 2007 <br />written by soldiers in Iraq and shared the names of 18 California soldiers killed in Iraq in July <br />and August. <br />Jerry Wagner spoke on the Pleasanton Mobile Home Park meter readings on vacant spaces <br />and raises in rents equal to Fairview. <br />Bob Nickerson spoke of quiet zones and the city's' capability to establish and apply for the <br />zones. Mayor Hosterman said materials have been provided to staff and acknowledged the <br />safety measures and upgrades needed to replace the horn sounds. City Manager Fialho felt <br />staff would be able to bring the matter forward in the next two months for consideration and <br />indicated those on the notification list would be contacted. <br />Paul Bates requested the Council adopt a resolution to support the Staples Ranch MOU, felt the <br />two initiatives offered by Matt Morrison and Anne Fox did not meet the conditions set forth in the <br />MOU and would disqualify Pleasanton from the opportunity to annex a valuable region for the <br />city. <br />Sharrell Michelotti spoke of Staples Ranch's history, felt it was essential that Staples Ranch be <br />part of Pleasanton, asked Council to proceed expeditiously with the timeline as outlined in the <br />MOU and for the public to look into the facts prior to signing an initiative petition. <br />Brian Arkin said the reason people are in favor of the initiative is due to the type of development <br />in Pleasanton, cited State law relating to annexation, said Livermore's voter-imposed urban <br />growth boundary requires a citywide and countywide vote in order to start an annexation <br />process and he hoped people would discuss the challenges to do an annexation. <br />Kay Ayala felt three minutes was not enough time to speak under public comment, questioned <br />the East Side Study and felt development was being piece-mealed in that area, felt the Council <br />broke the Brown Act by discussing Anne Fox, voiced concern that elected officials are <br />influencing Planning Commissioners and asked the Council to issue a public apology to Anne <br />Fox. <br />17. Received status report regarding maintenance conditions at the Hacienda Mobile Home <br />Park <br />City Attorney Michael Roush said residents of the Hacienda Mobile Home Park voiced concern <br />regarding maintenance conditions, many felt the park was not being adequately maintained and <br />posed a safety threat and hazard to residents mostly involving the sidewalks throughout the <br />park. He advised that he spoke with the park owner, Philip Hoon, to discuss residents' <br />concerns and said the current rent stabilization agreement has attached to it a number of <br />maintenance standards and routine maintenance items that have not occurred regularly. He <br />said Mr. Hoon conducted an initial and follow-up meeting with residents to address concerns, <br />the clubhouse is scheduled to be fully cleaned, streetlights are being replaced throughout the <br />City Council Minutes 3 August 21, 2007 <br />
