9. Accepted public improvements for Tract 7162, Heartwood Communities and authorized <br />the City Clerk to file a notice of completion <br />10. Approved an agreement with Craig R. Lawson in the amount of $24,800 to develop a new <br />City sewer connection fee model, analysis and fee recommendations; and authorized an <br />appropriation of $10,000 from the City's Sewer Expansion Fund balance to CIP #972020, <br />Sewer Connection Fee Update (currently funded at $15,000 to be used to fund the <br />additional cost of the project <br />11. Approved plans and specifications, reviewed bids, awarded and authorized the City <br />Manager to execute a contract with Dan Electric in the amount of $249,000 for the Amador <br />Theatre Lighting Upgrade Project; allow N2 Electric to withdraw its bid; authorized the <br />Director of Public Works to approve and execute contract change orders for a contingency <br />amount not-to-exceed $49,800 for necessary project work <br />Motion: It was m/s by Cook-Kallio/Thorne to approve Consent Calendar Items, as <br />amended, with Item 5 amended to include a total of four at-large representatives, one <br />being a youth representative. Motion passed by the following vote: <br />Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />MEETING OPEN TO THE PUBLIC <br />12. Continued to a future meeting -Presentation of commendations to individuals that <br />assisted law enforcement in carjacking case <br />13. Continued to a future meeting -Presentation by Edgar Centeno regarding the West Nile <br />Virus <br />14. Public Comment <br />Fred Norman said 33 American troops have lost their lives in Iraq since the last Council <br />meeting, thanked Councilmember Sullivan for publicly honoring soldiers and encouraged <br />people to visit Lafayette's memorial. <br />Kathy Dowding read the names of military members whose lives were lost since the last <br />Council meeting. <br />Jack Hoving thanked Councilmember Sullivan for sensitizing people about the issue of <br />war, said he opposed to the salary increase for the Council and spoke of giving back to the <br />community. <br />Judy Symcox voiced concerns about pay and benefits of public employees, transparency, <br />difficulties of comparing public versus private employment and questioned whether <br />benefits should be greater than what taxpayers receive on average. <br />Kay Ayala discussed not being able to obtain a copy of the Oak Grove EIR and agenda <br />report from the City's Website and voiced concerns that the public did not have time to <br />read and prepare comments on it. <br />City Council Minutes 3 September 4, 2007 <br />
