additional HCD funds. This program includes roof replacement, maintenance and purchase of new appliances, building maintenance and repainting, and installation of low maintenance landscaping which will lower recurring maintenance costs. If Kottinger Place is able to augment its existing HCD budget, this will reduce the amount of funding that will need to be sought during the upcoming three-year HCD funding cycle for 1988-91. This would increase the likelihood that additional new projects could be included in the new funding cycle, since the amount expected to be allocated to Pleasanton for 1988-91 should be similar or slightly less than in the previous three years. For the above noted reasons, staff feels that the approximately $74,000 in excess HCD funds (approximately $66,000 from the Valley Community Health Clinic budget combined with $7,797 from the sale of the ARC workshop property) should be reallocated to the project budget for Kottinger Place improvements for fiscal years 1986-87 ($25,000) and 1987-88 ($49,000). Upon receiving notification from the City, the Alameda County HCD office will reprogram the above noted amount as directed. STAFF RECOMMENDATION Staff recommends that your Council take the following actions: 1) Adopt a resolution approving the reallocation of the aforementioned approximately $74,000 in HCD funds to the budget for the Kottinger Place senior housing improvements project for fiscal years 1986-87 ($25,000) and 1987-88 ($49,000); and 2) Direct staff to reprogram the above noted HCD funds through Alameda County Housing and Community Development.
