• To mitigate the creation of new impervious surfaces that would increase the <br />amount of runoff, potentially exacerbating existing downstream flooding problems <br />and/or causing hydro modification impacts, the project developer and/or building <br />developer, shall pay the applicable regional drainage fees on behalf of the <br />Alameda Water Quality and Flood Management District and Zone 7 with each <br />building permit. <br />Compliance shall be demonstrated through detailed hydraulic analysis presented <br />in a design-level drainage plan. The drainage plan shall also to be designed in <br />compliance with City standards and shall be approved by the City Engineer and <br />the RWQCB prior to the City's approval of the first final subdivision map. The <br />drainage plan shall include aself-perpetuating drainage system maintenance <br />program that includes annual inspections of detention basins, sedimentation <br />basins, drainage ditches, and drainage inlets. The lot-specific design guideline <br />shall include limitations on rear lot landscape irrigation and to require that most <br />drainage is to be collected and discharged to storm drains under project streets. <br />(ii) Remaining Impacts. <br />Any remaining impacts related to the possible increase in the amount of run-off will be <br />less than significant. <br />2. Water quality degradation (pp. 176-177, 178-181 and 367-368; Condition 4-5, 71, <br />80-81, and 83 of PUD-33; MMIP H2a, H2b, and H2c). <br />a. Potentiallmpact. <br />Development of the Environmentally Superior Project could result in degradation of <br />water quality in nearby surface water bodies by adversely affecting the quality of <br />stormwater runoff. <br />b. Mitigation Measures. <br />The following mitigation measures are hereby adopted and will be implemented as <br />provided for in the Mitigation Monitoring and Implementation Program: <br />• Implement Oak Grove Planned Unit Development (PUD-33) Mitigation <br />Measures H2a, H2b and H2c. <br />c.
