and adequate, and, therefore, a recommendation could be made on whether the Final EIR <br />may be certified. <br /> <br />Ms. Decker then introduced Marion Pavan, Associate Planner and project planner. <br /> <br />Mr. Pavan stated that at the close of a three-year process, he had considered it a distinct <br />privilege to be able to work on this project. He presented the staff report and noted that <br />Commissioner Narum, because of her previous service on the Parks and Recreation <br />Commission, would not be able to speak on the open space issues but may speak and <br />provide recommendation on the project. He then detailed the background, scope, and <br />layout of the proposed project. He noted that with respect to phasing, two thresholds <br />existed: <br />1. Phasing with respect to when fire measures need to be installed, including a water <br />tank. Some lots may be constructed, absent the fire access road, the EVA, or <br />water tank. <br />2. Before that phase may take place, there is also a threshold with respect to the <br />installation of trails and open space, which must be done before the sale of the <br />fifth lot. <br /> <br />In response to an inquiry by Chairperson Fox with respect to Commissioner Narum’s <br />presence on the dais during the discussion of open space during the staff report, <br />Mr. Roush confirmed that while she may not be able to participate in the discussion <br />concerning open space, for purposes of presentation of the staff report, she may remain to <br />hear that section of the staff report. <br /> <br />Mr. Pavan continued to describe the EIR process for this project, described the open <br />space area, and displayed the trail plan on the overhead screen. <br /> <br />Commissioner O’Connor stated that it seemed like the language of the conditions of <br />approval with respect to completing the road in the phasing was not clear. He noted that it <br />seemed that a sign at the end of the street showing the future street would indicate that <br />the street was not in place. Mr. Pavan displayed the map and described the phasing plan, <br />pointing out the first phase that may be built first. <br /> <br />Mr. Roush noted that the condition was written with respect to the fire condition and that <br />the seven lots could be developed without having the fire access and the new water tank <br />in place. He added that would be examined separately from the issue with respect to the <br />sale of the fifth lot for the staging area. He noted that those conditions may be modified <br />to bring them into harmony with the rest of the project. <br /> <br />Commissioner Pearce noted that on page 7 as well as Condition 58.c. discussed the public <br />access easement within the Grey Eagle Estates subdivision being used as an ingress-only <br />road for safety for the vehicles. She requested clarification about an entrance-only <br />Emergency Vehicle Access (EVA). Mr. Roush noted that in discussions with the Grey <br />Eagle Homeowners Association (HOA) representatives, the representatives expressed <br />concern that if the EVA through the Grey Eagle Estates property were to be used in an <br />PLANNING COMMISSION MINUTES June 13, 2007 Page 8 of 29 <br /> <br /> <br />
